 Masalah Kekurangan Tenaga Guru Berterusan Di Sarawak

 


Last year (2021), it was reported that Sarawak faced a shortage of 3,385 teachers, however, the number has increased to 5,037 as of January this year. This was despite the fact that 1,674 teachers have been posted to Sarawak since December.

Apakah Isu Isu Kritikal Bagi Rakyat Di Sarawak Dalam Hal Ini?

1.Sudah dilaporkan bahawa pada masa ini terdapat 5037 kekosongan didalam barisan tenaga guru di Sarawak. Kalau secara purata, seorang guru mengajar sebanyak 20 orang pelajar, maka sebanyak 100,740 pelajar diseluruh Sarawak akan berhadapan dengan masalah pengajaran yang tidak berkualiti atau tidak sempurna.

2.Pada suku ketiga tahun 2021, dilaporkan terdapat sebanyak 746,200 graduan universiti yang sedang menganggur di Malaysia. Tidak disebut angka pengangguran dikalangan graduan dari Sarawak tetapi sudah pasti penganggur (graduan) dari Sarawak sudah dimasuk kedalam angka keseluruhan untuk Malaysia. Semasa program pengambilan graduan sekali sahaja (untuk mengisi kekosongan tenagan guru) 2021, Kementerian Pendidikan Malaysia sepatutnya memberi keutamaan kepada para graduan dari Sarawak untuk mengisi kekosongan di sekolah di Sarawak. Adakah keutamaan telah diberi seperti yang disebut?

3.Program pengambilan graduan sekali sahaja tahun 2021 oleh Kementerian Pendidikan Malaysia (KPM) dengan tujuan menyelesai masalah kekurangan guru (dilaporkan sebanyak 18,702) diseluruh Malaysia bermula pada Julei 2021. Sehingga hari ini rakyat di Sarawak tidak diberitahu berapa banyak graduan  dari Sarawak telah diambil untuk mengisi kekosongan di Sarawak. Tetapi dilaporkan bahawa sebanyak 1674 guru telah dipindah dari Malaya ke Sarawak setakat bulan Desember 2021.

4.Kekosongan tenaga guru adalah satu masalah yang dihadapi diseluruh Malaysia. Bagaimana KPM mampu pindah sebanyak 1674 guru (yang sudah dalam servis dan kemungkinan juga guru terlatih) dari Malaya ke Sarawak? Apakah motif KPM dalam pemindahan ini?

5.Terdapat 4 buah Institut Pendidikan Guru (IPG) di Sarawak. Kenapa IPG di Sarawak tidak mampu melatih dan mengeluarkan tenaga guru dengan secukupnya untuk keperluan sekolah sekolah di Sarawak? Berapa orang guru pelatih sebenarnya yang berasal dari Sarawak yang diambil oleh IPG di Sarawak untuk dilatih tiap tiap tahun?

Tidak terdapat sebarang ketelusan didalam keputusan KPM memindah 1674 guru dari Malaya ke Sarawak tetapi impaknya boleh dinampak dengan jelas sekali. Pemindahan tersebut telah berjaya menghasilkan kekosongan tambahan didalam barisan tenaga guru di Malaya dan kekosongan itu akan dipenuhi oleh para graduan dari Malaya. Ini bermakna lebih banyak graduan dari Malaya akan diambil berkerja sebagai guru dan sekali gus sebanyak 1674 graduan dari Sarawak terlepas peluang untuk menjadi guru di Sarawak.

Baru baru ini dengar khabar angin bahawa sebanyak 5000 guru dari Malaya sedang dalam proses berpindah dari Malaya ke Sarawak. Ini bermakna sebahagian besar kekosongan (yang dilapokan sebanyak 5037) di Sarawak akan dipenuhi oleh guru guru dari Malaya.

Jelas sekali kerajaan GPS di Sarawak tidak menyedari akan taktik curang KPM ini. Kalau mereka sedar pun, mereka tidak mempunyai rancangan tindakan demi menghalang rancangan PKM ini yang ternyata sekali sangat sangat tidak adil kepada Sarawak.

Sarawak Continues To Face Teacher Shortage

What Are The Issues Critically Important To Sarawakians Here?

1.There are 5037 teaching vacancies in Sarawak right now. If each (one) teaching vacancy is tagged to an average of 20 students, we are looking at 100,740 students who will not be properly taught on the specific subjects in schools in Sarawak.

2.As at the 3rd quarter of 2021 there were 746,200 unemployed graduates in Malaysia. There is no mention in public domain about how many unemployed graduates are there in Sarawak but Sarawakians surely are represented in the number mentioned. In the Ministry of Education’s (MOE) one-off recruitment of graduates exercise 2021 to fill the teaching vacancies, graduates from Sarawak should be given top priority to fill the vacancies in Sarawak’s schools. Was Sarawak’s graduates given that priority?

3.The one-off graduates recruitment exercise by MOE to resolve the 18,702 teaching vacancies nationwide commenced in July 2021. Until today Sarawakians have not heard of how many Sarawak graduates were recruited under the programme. This news report however said 1674 teachers have been posted (from Malayan states?) to Sarawak since December 2021.

4.Teaching vacancies is a nationwide problem. How is it possible that MOE was able to send 1674 teachers (already in service and presumably trained to teach) from Malaya to Sarawak? What was the motive behind the move?

5.There are 4 Institut Pendidikan Guru or IPGs (Teachers Training Institutes) in Sarawak. Why is it not possible for these 4 IPGs to train enough teachers for the needs of schools in Sarawak? How many trainee teachers from Sarawak are taken in to be trained as teachers annually?

There is no transparency in MOE’s decision to transfer 1674 teachers for Sarawak but the impact can be seen quite clearly. That move by MOE had created additional teaching vacancies in Malaya, equal to the numbers posted to Sarawak, and that number will be filled by graduates from Malaya. By doing that, MOE is depriving Sarawak graduates of 1674 teaching posts in Sarawak.

Recently it was rumored that 5000 teachers from Malaya are in the process of being transferred to schools in Sarawak. If there is any truth in the rumor, it basically means that almost all the 5037 vacancies will be filled by teachers from Malaya.

The GPS government of Sarawak does seem to be aware of this underhand tactic of the MOE. If the GPS government is in fact aware of it, it is very obvious they have no plan of action to counter and mitigate this very unjust tactic of MOE.
